Uneven Skin Tone All Over Body.

Hello, according to your skin tone chart i am about a 14/15. but my skin is uneven all over. my hands are the lightest (about a 12). my backside, bum, & tummy area are darker than the rest of my body (around a 16) and my inner thighs have also started to darken. i want to achieve a skin tone somewhere around a 9/10. is this possible to achieve in 2-3 years? what do you recommend i use? Please Help!
