Skin hyperpigmentation

Hi. Im of European ancestry and for the longest, i've struggled to even out my skin tone. I have spent so much money on skin whitening creams that don't work and that have made my skin very itchy.
My elbows are dark and so are my knees, but not as much. My neck as well. Im not over weight by the way ( I know that diabetes can sometimes give you this problem.) I do not have diabetes. I just dont like the color of my skin, some parts are dark and the other ones are dark.
My chin is sometimes red and dark as well. I think i might have inherited this from my mother because none of my other siblings ?(fathers side of the family) have this problem. I try to avoid the sun as much as i can.
Is hyperpigmentation inherited? Why do some people have this problem and other dont? Im 20 years old.
I tried the glutathione pills claire blanche for 3 months and i didnt see results: however; i stopped taking them because i could no longer efford them. I had to wait longer to see results right.?
Also, if i want to lightened my whole body, how can i go about it? Would it be cheaper if i bought the pills or the soaps and creams? Which ones work better.

Yes Ana, hyperpigmentation can be genetic. At times, this is more difficult to lighten because it is beyond skin deep. However, it is not impossible. :)
It would be cheaper for you to try the topical skin whitening soaps, lotions and creams. Faster results in weeks, because these are directly applied on skin. Try the Papaya Soap Lightening Kit (under "Skin Whitening Kits").
The skin whitening pills work differently, slowly and more costly. As any other dietary supplements, these may or may not work for you, so it is not a better option for you due to budget limits.
