Old dark scars in my legs

HI! I had my serious wound problem around 5 years ago... something called dermatitis / vasculitis.. And up to now, it's still doesn't lighten.. I've tried a lot of scar removing cream but still here, not so dark but still noticeable, it's my problem, because i need to wear skirt as my uniform at work..

I hope you could help me,, all i need is for this to be whiten/lighten, because I know it's scar and cannot be removed completely, my legs are slightly light, that's why it's very noticeable..

Please kindly give me a store where i can find and advise what is the best way.. im in manila only. thanks
