How to whiten my skin??

i have uneven skin tone.. my arms and my neck are darker then the other parts of my body.. what lotion or cream should i use??
i heard sunblock can whiten our skin?? is that true?

Sunscreen does not lighten skin, but regular use can control further darkening. :)
