How effective is skin whitening?

I'm a pretty tan girl..because I'm mixed with Mexican and Filipino and I tan really easily. How effective will whitening my skin be? I want it to be pretty light skinned..not this dark brown that I currently am but maybe like white asian or something light. Would I even be able to achieve that?
