How can I get rid of a dark spot on my face?

Between my lower lip and chin i have a very dark patch of skin. The skin is also rough and dry, I have to moisturize it much more than the rest of my face and I apply vaseline to it every night otherwise it will be very dry and irritating the next day. I have noticed this patch for about 5 years now and have tried various things such as lemon juice, whitening creams and even peeling it off so that a new layer of skin would grow. None of these have worked, can you please help me!
