Fair skinned and want natural skin lightener for freckles / hyperpig

Hi, I'm a redhead with brown eyes and I do get a little tan, but I'd like an effective all natural skin lightener. I'm trying to get rid of some hyperpigmentation I have from tattoo removal, plus some age spots on my face. Is it true that skin lightening products usually work better for fair skinned people than darker skin? Thanks for any advice!
