Does face and neck skin whitening always work?

Hello there =) I have noticed that my face and neck are MUCH darker than the rest of my body, my mother is white and my father has light dark skin. I compared my face to my chest and its absurdly different, i then compared to another part, my arms ,that get much more sun than my chest,and the difference was still significant.

The question is if i can match my face/neck skin color to my arm's color.I will try to find a camera to take a picture so its easier for you to tell.
