Do (skin whitening products) work on all skin types?

HI! My name is Lynn & i'm 24yrs old. I wanted to know if whitening products work on all skin types. Well...here's my story, so you can get a better picture my skin type. About 2 1/2 yrs ago my skin broke out really bad. I normally had eczema but it never really bothered me other than a little rash on my arm or back of the leg. But then one day i started breaking out so bad. Little by little my face, neck and arms had thick areas of rashes. And it stayed that way for more than a year and a half. I thought it was never going to go away. I was embarrassed to go out in public and even to family events. Then sometime around May of last year(2007) it slowly went away. Now my skin is back to how smooth it used to be...only now, i'm left with the scars from the eczema. I don't know if you would call them scars but my arms, neck and face have a lot of areas where it's darker from the damage the eczema did to my skin. can you please give me some answers or suggestions.... thank you.
