Dark Upper Lip Area.

Hi There, well basically my problem is that i've got a realy bad VERY DARK upper lip area, its not hair but its just dark stained upper lip. my skin colour isnt light neither dark its just in the middle (browny/tanned). i'v had this problem for about 4-5 years now, i tryed waxing,threading, and lemon juice and skin lightening creams but nothing worked. i realy want to get rid of this permenantly without much costs. can you please help me?
