Dark upper and low lip skin

im 16 and i noticed that my skin is pretty dark above my upper lip and below my lower lip compared to my normal skin. can you suggest me some affordable and easy to use products to whiten that part of my face? also, is there a shop where i can go and buy this? ... i don't want to do shipping. plz i really need help
