Dark spots on lowerlegs from mosquito bites and old eczema patches

I am a 45 year old black woman with light to medium skin complexion. I've had dark spots on my legs for years that some times lighten with bleaching creams but can never seem to achieve an even skin tone. I've been to several Dermatologists that keep prescribing expensive bleaching lotions & creams that doesn't work. Can you help me?
