dark knees and scars :(

Hi. I'm Angel, 17, a Filipina.
I have dark knees and scars so i have a problem wearing shorts. I feel left out whenever I go out with my friends coz I'm the only one who can't wear short dress. I am uncomfortable to wear one because of my dark knees and scars :(

what product should i use? how much will it cost? and how can i able to pay it?

This is my first time to think of buying a product online so I really don't have any idea. I hope you can help me. Thanks :)
