Dark Hands and Fingers, Overall lightening

Maria, I am hispanic and have a medium yellowish skin tone. In general, I would like my entire skin to be lighter. However, my main problem with pigmentation has been my very dark hands, fingers, and arms. Although my face, chest, and legs are lighter, my hands and fingers are extremely dark (about 3 shades darker), especially in comparison to the rest of my skin.
I believe a lot of the discrepancy in color has been due to more sun exposure in the hands, but also the skin is more prone to tanning than other areas of my skin which burn and peel in the sun. For the past few months, I have applied sun screen to my hands and attempted to exfoliate dead skin, but this has rendered no result in returning the color to my main skin tone.
I would like your recommendations for products so that I begin evening my hands and arms out.

For dark hands, arms and fingers, use the whitening soap as your daily hand and arm cleansing wash more often.
Sunscreen does not lighten skin, but only controls further darkening. Exfoliators do not lighten skin either, because friction or rubbing can worsen the problem.
