Dark complexion and much darker upper lip area

Hello maria.i am 28 years.my problem is my face complexion that is much much darker than my hand and feet complexion.Infact my face complexion doesnt match my other skin complexion.

and above all i have another issue ov having a light mostache line on my upper lip area which really looks so awkward.i do bleach and threading but dat line remains there and its there since so many years.please please please reply me as its ruining my personality.
