Dark circles under the eyes,

Dark circles under the eyes, around the neck; darker forearms, darker butt and inner thighs and the anal area. These are the problems I'm currently facing. My skin color is light brown. when I was young, I had perfect skin from top to bottom. Now, I can't even wear a tanktop or an underwear (briefs) because it will show all the dark stuff. I've tried mela*edited* but it didn't work. I'm a guy and wants to know if your skin whitening product is for both genders and will it help me with my problems.
