can black people use this too?

both me and my sister have black necks, and its probably 3 1/2 shades darker than the rest of our body and under our arms are darker than they are suppose to be. we've used *edited*, skin bleaching cream, and simply just scrubbed but it didnt work. we are not diabetics but the doctor said it come from that area. she gave us some cream called X-*edited* and it didnt work, so will this work?
